La lenta integrazione del sistema universitario nell’area metropolitana di Bari

Starting from the analysis of the new geographies of the University of Bari, defined as "cities with universities", this paper introduces the Novus Campus project in Valenzano like an event at metropolitan scale, where the needs are strongly emerged for the integration between the university actors and the local community, caused by the important territorial infrastructure project. On the background of this urbanistic event, there are the situation of the university system of Bari that today showing light and shadow. For example, the potential of a dynamic liaison between universities and cities, however, placed in a historical phase of policies for higher education in the South of Italy. Very critical situation from the point of view of the economic resources availability, the training offers, except in rare cases, and an increasingly uncertain international expansion [Viesti 2016], despite of the potential of geographic and political integration between the South and the Mediterranean countries. This rhetoric, today, appears much ahead of the concrete steps to achieve the goal of integration, while the U&R system, without a doubt, remains one of the most important instruments for creating a bridge between Lands of Europe and Mediterranean fronts contributing to the creation of basic conditions for regional cooperation.

A partire dall’analisi delle nuove geografie dell’università di Bari, definita come «città con università», il presente contributo introduce il progetto del Novus Campus a Valenzano come una vicenda a scala metropolitana, dove sono emerse, per l’importante infrastrutturazione del territorio, forti esigenze di integrazione tra scelte dell’attore universitario e la comunità locale. Sullo sfondo di questa vicenda urbanistica vi è la situazione del sistema universitario barese che mostra ad oggi luci ed ombre; quelle delle potenzialità di una dinamica liaison università-città poste però in una fase storica delle politiche per l’istruzione superiore nel Mezzogiorno d’Italia molto critica dal punto di vista della disponibilità di risorse economiche, delle offerte formative, salvo rari casi, e di un processo di internazionalizzazione sempre incerto [Viesti 2016], nonostante le potenzialità di integrazione geografica e politica tra il Mezzogiorno e i paesi del Mediterraneo. Ma su quest’ultimo aspetto la retorica appare oggi molto più avanti delle iniziative concrete per raggiungere l’obiettivo di integrazione, pur rimanendo il sistema di U&R, senza dubbio, uno dei più rilevanti strumenti per la creazione di un ponte tra Terre d’Europa e fronti Mediterranei2 contribuendo alla realizzazione di condizioni di base per la cooperazione regionale.
