Conoscenze in pratica per la tutela e valorizzazione del paesaggio

This paper investigates the relationship between knowledge and practice in the transformation of territory and landscape. Information and reflections are founded on the planning experience in which the author was directly involved for about eight years: the process of making, approval and, for a short period, implementation of the new territorial landscape plan (PPTR) of Apulia Region, in accordance with the cultural and landscape heritage Code and the European Landscape Convention. The case study is interesting because it has allowed to experience in action not only the construction of knowledge frameworks capable of representing the complexity and variety of Apulia landscapes, but also the sharing of knowledge and guidelines for action with people who live and transform the territory with their work – in agriculture, craft, tourism, and building sector – or through the influence they exert on plans and projects developed by others.

Il presente contributo indaga i rapporti fra conoscenze e pratiche di trasformazione del territorio e del paesaggio, fondando informazioni e riflessioni su un’esperienza di pianificazione nella quale chi scrive è stata direttamente coinvolta per circa otto anni: il processo di elaborazione, approvazione e, per un breve periodo, attuazione del nuovo Piano Paesaggistico Territoriale Regionale (PPTR) della Puglia, interamente adeguato al Codice dei beni culturali e del paesaggio e coerente con la Convenzione europea del paesaggio. Il caso è interessante perché ha consentito di sperimentare, nel corso dell’azione, non solo la costruzione di quadri conoscitivi in grado di restituire la complessità e varietà dei paesaggi pugliesi, ma anche di condividere conoscenze e orientamenti per l’azione con chi abita il territorio e chi lo trasforma con il proprio lavoro agricolo, artigianale, turistico, edilizio o ‘per procura’ attraverso l’influenza che esercita su piani e progetti elaborati da altri.
