Systems evolve dynamically in socio-environmental domains, with cooperation and conflict among multiple agents and cultures. New plans aim at building discourses and visions related to evolving situations where stakeholders locate their behaviours, meanwhile learning about themselves and surrounding realities. Expert and non-expert cognitive agents accessing forums belong to specific social contexts, that are only partially explorable because of incomplete information. Therefore, a crucial role is played by communication architectures that support the exchange of knowledge. The paper explores the above subjects, with reference to the structural plan of a province in southern Italy. In this planning process public forums are carried out, to build environmental scenarios.
