The problem of the time-frequency estimation of nonstationary noisy signals is common in processing environments, in which the knowledge of the instantaneous phase, frequency and amplitude is strongly important. In many areas of interest, these parameters yield important information, so that their accurate measurement is necessary. In this paper, the Authors derive a computationally efficient procedure to be applied to heavily non stationary signals, and able to give produces high resolution and good noise-rejection performance. To evaluate the efficiency of the proposed technique, the Cramer-Rao bounds relevant to the nonstationary case are derived. Finally, the very good accuracy performance of the suggested technique is illustrated through computer simulations.

Abstract
