In the last decades food became part of urban dynamics, assuming main role inside urban policies processes (Pothukuchi Kaufman, 2000, Sonnino 2016). The analysis of food contemporary geographies underlines connections, relationships and exchanges among urban, periurban and rural dimensions, and combines common themes for practical actions. The main goal is the construction of governance system widened with to whole territory which it refers. It is important to deepen the study of different Italian situations, to give importance in Italy at the specific field of study and application on local food systems SiLC, by analysing both places in which these processes are advanced and places in early stage. In the city of Matera there are some propitious conditions between the increase of attention joint to the event Matera European Capital of Culture for 2019, and the traditional agricultural specialization of the regional territory. In these conditions a local food policy could develop the importance of local and patrimonial resources using urban attractiveness, producing suggestion and best practice for Italy from a little south dimension. Matera Food Atlas is a work in progress prototype and it is develop in the Smart Basilicata research programme in line with innovation strategies and intelligent specialization 2014-2020 of Basilicata. Atlas focuses on the analysis of regional agri-food systems that feed the city to propose food as post-event legacy of Matera ECoC. Food Atlas could also give value and innovation incentives at local agri-food systems by the strangeness of local supplies chains with urban agriculture, the improvement of local urban distribution and innovative forms of food welfare. This innovative model of analysis and knowledge give importance to local spontaneous actions that are linked to local traditional simplicity and are useful for the development of bottom-up local food policies
Il riconoscimento del cibo come dispositivo da incorporare nelle dinamiche urbane gli ha assegnato un ruolo di protagonista nel contesto delle urban policies [Pothukuchi Kaufman 2000; Sonnino 2016]. Le analisi delle geografie del cibo contemporanee mettono in risalto i collegamenti, le relazioni, gli scambi e i conflitti tra le dimensioni urbane, periurbane e rurali, agendo da condensatore tematico finalizzato all’azione. L’obiettivo operativo richiede la costruzione di un sistema di governance allargata a tutto il territorio a cui si riferisce. Per dare titolarità in Italia a un campo specifico di studi e applicazioni sui sistemi locali del cibo SiLC [Mazzocchi e Marino 2018], si ritiene importante aprire osservatori sulle diverse situazioni presenti nel contesto italiano, guardando alle realtà dove il processo è esplicito non meno che a quelle in cui il processo è in fase iniziale. Il caso di Matera grazie all’aumento della visibilità dovuta all’imminente evento che vedrà la città proclamata Capitale europea della Cultura per il 2019 e grazie alla tradizionale specializzazione agricola del territorio lucano, rappresenta le condizioni in cui una politica locale del cibo, ancora implicita, potrebbe operare mettendo in sinergia l’attrattività urbana con le risorse territoriali e patrimoniali, offrendo spunti da una realtà meridionale per il sistema Paese. L’Atlante del cibo per Matera, in fase di implementazione, nato nell’ambito della ricerca Smart Basilicata2 e coerente con le strategie dell’innovazione e della specializzazione intelligente 2014-2020 S3 Basilicata, ha lo scopo di indagare i sistemi agro-alimentari regionali che alimentano la città per delineare il cibo come legacy post evento Matera ECoC. L’Atlante potrebbe dare visibilità e impulso innovativo al sistema agro-alimentare locale valorizzando le filiere agroalimentari con le pratiche di agricoltura urbana, i presidi urbani del commercio e le forme innovative di welfare legate al settore alimentare, dando voce agli episodi spontanei riconducibili alla tradizionale sobrietà lucana utili alla costruzione di politiche del cibo bottom-up.
