The report intends to point out some problematic aspects that came out during research developed in the Institute for Residence and Social Infrastructures of the National Research Council, regarding experiences of building and urban rehabilitation, carried out or still in course in Italy, in the particular field of housing. The report concentrates attention on some new interventions patterns for actions carried out by some local authorities in the past months, for the purpose of integrating public and private interventions, and attracting private investments of capital in the rehabilitation field directed and planned by the local authority, as well as of involving users in some phases of the rehabiliation process
