Society is constantly in evolution and also the way in which it relates to the city and lives it. The continuous transfer of population between cities and the emergence of new social categories lead to an increasingly strong rethinking of the relationship between individual and social needs. In this context, the residences highlight the need to be declined into new forms and allow new ways of using the living space. The most important interlocutor of this changed social horizon is undoubtedly the public subject. More and more than in the past, he is responsible for regulating urban spaces but also residential spaces to be allocated to the fragile social classes that make up, in fact, well over half of the entire social fabric of our cities. Faced with these challenges, Italian cities seem totally unprepared. Characterized by a particularly small and old public building stock, they continue to reiterate housing models unable to interpret the contemporary dynamics. The essay, starting from some reflections taken from the study and comparison of Italian and European experiences, highlights the actions taken by the different European realities that wanted to pay particular attention to the individual and social needs of new citizens

La società è in continua evoluzione e anche il modo in cui essa si relaziona alla città e la abita. Il continuo trasferimento di popolazione tra le città e la comparsa di nuove categorie sociali inducono ad un sempre più forte ripensamento della relazione intercorrente tra bisogno sociale e bisogno individuale. Le residenze evidenziano in tale contesto la necessità di declinarsi in nuove forme e consentire nuovi modi d'uso dello spazio abitativo. Il più importante interlocutore di questo mutato orizzonte sociale è senza alcun dubbio il soggetto pubblico. A lui, sempre più che in passato, spetta la regolamentazione degli spazi urbani ma anche degli spazi residenziali da destinare alle fasce sociali fragili che compongono, di fatto, ben oltre la metà dell'intero tessuto sociale delle nostre città. A fronte di queste sfide le città italiane sembrano totalmente impreparate. Caratterizzate da un patrimonio edilizio pubblico particolarmente esiguo e vetusto, continuano a reiterare modelli abitativi incapaci di interpretare le dinamiche contemporanee. Il saggio, partendo da alcune riflessioni tratte dallo studio e dalla comparazione di esperienze italiane ed europee, evidenzia le azioni intraprese dalle diverse realtà europee che hanno voluto porre particolare attenzione ai bisogni individuali e sociali dei nuovi cittadini.
