La legge dei grandi numeri del piano di Bari

The city of Bari has a Prg approved in 1976. Developed in years long gone by and designed to promote development as growth, it is based on the idea of a regional city and on the political and socio-economic capability of the city to guide regional development. Today, the plan has been implemented for little more than half of the generous building quantities envisaged and, on the one hand, the city is transforming itself, even independently of it, and on the other, it is showing the wounds of the failed promises of modernization, efficiency and quality linked, above all, to the massive design of infrastructures and large facilities that should have materialized that primordial role. However, because of its rhetoric and the outcome of its forecasts, it has not only crossed the history of the city, constituting a fixed point for the technical culture and for every political season, but today it represents a critical node with which to come to terms in order to imagine a different future for the city.

Nella città di Bari è vigente un Prg approvato nel 1976. Concepito in anni a noi lontani e disegnato per promuovere lo sviluppo come crescita, è fondato sull’idea di città regione e sulla capacità politica e socioeconomica della città di guidare lo sviluppo regionale. Oggi il piano è attuato per poco più della metà delle generose quantità edificatorie previste e la città da un lato si trasforma anche indipendentemente da esso, dall’altro esibisce le ferite delle promesse mancate di modernizzazione, efficienza e qualità legate soprattutto al poderoso disegno di infrastrutture e grandi attrezzature che avrebbero dovuto materializzare quel ruolo primaziale. Tuttavia, per questa sua retorica e per il portato delle sue previsioni, non solo ha attraversato la storia della città costituendo un punto fermo per la cultura tecnica e per ogni stagione politica, ma rappresenta oggi un nodo critico con in quale fare i conti per immaginare un diverso futuro per la città.
