We improve upon a solution for the fluctuations in the increments of the translations and rotations of a pair of disks, whose neighbors are constrained to translate and rotate with the average motion, by permitting the pair to have greater freedom of motion. The values of the fluctuations are obtained from the consideration of force and moment equilibrium in terms of state variables that characterize the average behavior of the aggregate. We discuss the structure of one of these state variables as it evolves with the average strain.

Abstract
