The pandemic has affected society, transformed housing needs, and its issues, although the economic and structural changes had already been ongoing for a decade. General impoverishment has increased the segment of those living in deprivation conditions, especially those living in rented housing. These changes have not only widened the social range of those who find themselves in a condition of housing need, but they have also modified and broadened the targets. In Italy, there are no lists or mapping of such housing needs, except for the often-unmet rankings for Public Housing. The contribution, therefore, aims to investigate tools and normative references useful for mapping the social needs and the new targets, overcoming a gap in the literature and practice. Through the Apulia Region case study, a proposal for mapping social housing needs based on the 431/1998 National Law is presented, to improve the management of the relationship between supply and demand, including all parts of the social distress.
