Smart Cities require large-scale, heterogeneous Information and Communication Technology (ICT) services, whose workload profiles often have unpredictable variability sources. Software-Defined Networking exploits Network Function Virtualization to face these challenges, integrating cloud and Internet of Things deployments. This paper presents a novel semantic-based network orchestration and management framework, including: (1) a high-level domain ontology to model contextual scenario knowledge; (2) a translator to generate a low-level ontology from the YANG network information model. Tests on a prototypical implementation of the proposed framework have concerned checking network requirements against metrics and constraints, in order to detect violations and provide context-aware correction suggestions.
