Nowadays, it is widely accepted that the technical, economical and strategic choices that concern road network infrastructures must take into account new points of view, with wider horizons compared to what used to be done in the past. In this respect, it would seem absolutely essential to take into consideration the quality of the service, starting from the quality directly perceived by the user (subjective process), with balanced procedures that involve safety on one hand, and accessibility at fair prices on the other hand. Obviously, there are other subjects involved, in a social and interactive process in which balance techniques have to prevent the creation of categories of disadvantaged users. This research project has aimed at providing out-of-town roads with synthetic indexes, starting from those parameters that represent the characteristics of the road system service offered by the infrastructure. First of all, these parameters can be gathered together in sectors concerning safety, comfort, distance covering time, services, environment and traffic conditions. Their importance varies according to the point of view from which they are considered: the user’s, the owner’s (who could also be the manager) and external parties. Depending on the type of road, the user expects a certain quality of the road system service (expected service quality), that may not correspond to the quality of the service offered (present service quality offered by the road).

Abstract
