The issue of housing in Italy remains of great interest to scholars, policy makers and social partners. Although 80% of Italian families own their homes, both the quality of these houses and difficulty in meeting the needs of those weaker sections of society below the so-called “poverty line” present significant contemporary issues. Such hardship is generally concentrated in densely populated urban areas. In light of this situation, there is an urgent need to review the strategies adopted in dealing with the housing crisis in large metropolitan areas: access to owned or rented housing, the absence of services functional to residence and the overcrowding of homes of vulnerable groups are just some of the issues that create situations of housing hardship, and thus urban poverty. The present case study arises from the need to identify risk areas (hot spots) of poverty, characterized by situations of housing hardship, towards which urban regeneration policies should ideally be directed. From these considerations it becomes necessary to define and develop characteristic indicators of hardship, able to estimate poverty in defined areas (Montrone, Perchinunno, Torre, 2007). The presence of a wide range of definitions on the issue of poverty creates the necessity to develop more than a single indicator but, rather, a group of indicators in order to define the living conditions of the different subjects, departing from a dichotomous logic and instead moving towards “fuzzy” classifications in which each unit can simultaneously belong and not belong to the category of poor under certain conditions. Finally, through the use of spatial clustering methods, the aggregation of territorially contiguous spatial units may be identified through the imposition of constraints on the various component units of each cluster (Patil and Taillie 2004; Kulldorff and Nagarwalla 1995). The SaTScan (Kulldorff 1997) and the DBSCAN (Density Based Spatial Clustering of Application with Noise) methods are of particular methodological interest to the present work and are applied to different case studies in order to monitor behaviour and compliance to the context in question.

Il problema abitativo nel nostro Paese risulta ancora di notevole interesse per studiosi, politici e parti sociali. Nonostante circa l'80% delle famiglie italiane è proprietario di casa, spesso la qualità di queste abitazioni o la difficoltà nel soddisfare l'esigenza per le fasce sociali più deboli, quelle che sono al di sotto della cosiddetta “soglia di povertà”, rendono contemporaneo il problema. Il disagio è concentrato soprattutto nelle aree urbane densamente popolate. Alla luce di questa situazione è necessario e urgente rivedere le strategie da adottare per fronteggiare l’emergenza abitativa nelle grandi aree metropolitane: l’accesso all’abitazione in proprietà o in affitto, l'assenza di servizi funzionali alla residenza e l’affollamento delle abitazioni di queste fasce deboli della popolazione sono solo alcuni dei problemi che generano situazioni di disagio abitativo e, quindi, di povertà urbana. Il caso oggetto di studio nasce dalla necessità di individuare delle zone a rischio (hot spot) di povertà, caratterizzate da situazioni di disagio dal punto di vista abitativo, dove preferibilmente orientare le politiche di rigenerazione urbana. Da queste considerazioni nasce la necessità di definire e costruire indicatori caratteristici del disagio, che siano in grado di stimare la povertà nelle piccole aree (Montrone, Perchinunno, Torre, 2007). La presenza di una svariata gamma di definizioni sul tema della povertà comporta la necessità di ricorrere non più ad un unico indicatore ma ad un gruppo di indicatori utili per la definizione delle condizioni di vita dei diversi soggetti, rinunciando così alla logica dicotomica per spingersi sino a classificazioni di tipo “sfocato” in cui ogni unità può appartenere e contemporaneamente non appartenere alla categoria di povero sotto determinate condizioni. Infine, attraverso l’impiego di metodi di cluster territoriale si giunge alla aggregazione di unità spaziali territorialmente contigue attraverso la imposizione di vincoli alle diverse unità componenti ogni cluster (Patil e Taillie 2004; Kulldorff e Nagarwalla 1995). Di particolare interesse metodologico per il lavoro risultano il metodo SaTScan (Kulldorff 1997) e il metodo DBScan (Density Based Spatial Clustering of Application with Noise), che saranno applicati a differenti casi di studio per studiarne il comportamento e l'aderenza alle condizioni del contesto.
