As competitiveness characterises more and more the electricity industry, defining requirements and responsibilities of Ancillary Services is becoming a fundamental task. In this paper, we focus our attention on the Load Following service when it is competitively provided through bilateral contracts between supplier and customer in a bilateral transaction-based market. In this paper a new method has been developed for correlating system imbalances with unbalanced transactions. A control signal is provided by reset controllers to generators furnishing the load following service to transactions until power imbalances vanish.
