This paper examines the case study of the "alta Murgia", inside of the metropolitan city of Bari, «far from the centres of agglomeration and service, with unstable trajectories of development, but at the same time with resources that are lacking at the central areas strongly polycentric and with high potential for attraction, but that seems hampered by the remote location in the limitation of the substantive rights of the residents in terms of services and employment opportunities».The "alta Murgia" and precisely the area of the National park that is included, is the only one that has already been recognized for its specificity within the same statute. Such specificity, as described in the paper, essentially related to the morphology and the territorial identity of the countryside, assimilates the alta Murgia, within the Metropolitan city, to neighbouring areas, even outside the region. A territorial and strategic vision will take into account these characteristics. Then emerges the need for regulation of the interactions city/country/inland areas on solidarity bases within the framework of an eco-systemic vision, and again the need to build governance models capable of putting in a constant balance the economic dimension withthe social dimension, models of representative democracy with those of participatory democracy and proximity, the role of the public with the needs of private investments andwith its natural propensity to engage in economic initiatives.The priority should be therefore the coordination of economic planning with urban planning: such moments can not be separated to effectively address the issue of the government of the metropolitan area in a perspective of local development that is balancedand sustainable, in a logical promotion of productive economic connections with the offerservices. This responsibility can only be entrusted to the strategic plan that the law "Delrio" considers as a new tool for wide-area planning and that will finally acquire legal relevanceand consequent cogency, so as to produce normative effects suitable to meet the needs ofrehabilitation and of development of urban areas through projects and programs relating tothe territory and the consequent need for economic growth.The statute, for operative purpose, will have to be recognized as a result of a participated proces, aimed at addressing the actions considered essential for achieving the objectives identified, and provided with detection mechanisms of the impact of the choices and monitoring in order to implement them
Il presente paper prende in esame il caso studio dell’alta Murgia, area interna della città metropolitana di Bari, «distante dai centri di agglomerazione e di servizio, con traiettorie di sviluppo instabili, ma al tempo stesso dotata di risorse che mancano alle aree centrali, fortemente policentriche e con elevato potenziale di attrazione, ma che appare penalizzata dalla posizione periferica nella limitazione dei diritti sostanziali dei residenti in termini di servizi e di opportunità di lavoro». L’alta Murgia e precisamente l’area del Parco nazionale che la comprende, è l’unica che ha visto riconosciute le sue specificità già nell’ambito dello stesso statuto. Tali specificità, così come descritte nel paper, riferite essenzialmente alla morfologia territoriale e alla identità paesaggistica, appaiono accomunare il territorio dell’alta Murgia, ricompreso nella Città metropolitana, a territori limitrofi, anche extraregionali, di cui una visione territoriale e strategica innovativa non potrà non tener conto. Emerge allora l’esigenza di una regolamentazione delle interazionicittà/campagna/zone interne su basi solidaristiche nel quadro di una visione eco-sistemica, ed ancora la necessità di costruire modelli di governance capaci di porre incostante equilibrio la dimensione economica con la dimensione sociale, i modelli di democrazia della rappresentanza con quelli della democrazia partecipativa e di prossimità, il ruolo del soggetto pubblico con le istanze partecipative del privato e con la sua naturale propensione a porre in essere iniziative economiche. Appare prioritario perciò un coordinamento della pianificazione economica con la pianificazione urbanistica, quali momenti non separabili per affrontare efficacemente iltema del governo del territorio metropolitano in una prospettiva di sviluppo locale equilibrato e sostenibile, in una logica promozionale delle connessioni economico-produttive con l’offerta di servizi a livello territoriale. Tale responsabilità non potrà che essere affidata al piano strategico che la legge Delrio considera quale nuovo strumento di pianificazione di area vasta e che potrà finalmente acquisire rilevanza giuridica effettiva e conseguente cogenza, sì da produrre effetti conformativi idonei a soddisfarele esigenze di riqualificazione e di sviluppo delle aree urbane attraverso progetti eprogrammi aventi per oggetto il territorio e le connesse esigenze di crescita economica. Lo statuto, ai fini della operatività, dovrà per questo essere riconosciuto quale sintesi di un procedimento partecipato, orientato ad indirizzare le azioni considerate fondamentali per il perseguimento degli obiettivi individuati e dotato di meccanismidi rilevazione degli impatti delle scelte e di monitoraggio in ordine all’attuazione delle stesse.
