La governance della risorsa idrica per la valorizzazione del capitale naturale

Since the introduction of the Water Framework Directive (2000/60/EC), the issue of governance and integrated management of the water resource has assumed an increasingly prominent role in Natural Capital enhancement policies. In Italy, despite the regulatory framework and planning and programming at the regional level, there are critical issues in the implementation of multiobjective interventions to protect the water resource, often due to a lack of consciousness of the need for integrated planning and management. The paper explores some operational possibilities for River Contracts to take Natural Capital as a catalyst for enhancement and redevelopment goals and to deploy a multiplicity of tools and processes in accordance with the different awareness and consequent intensity of collective action of communities.
