The article deals with the council houses created in Puglia by Mario Ridolfi (1904-1984) and Volfango Frankl (1907-1994) – the INA houses in Cerignola from 1951 and the ISES towers in Foggia from 1969 –. The study investigates the reasons of the formal and technical features of these architectures, moving from a dual intent: on one hand, understanding the impact of mutual influences among architects coming from different cultures, against the backdrop of the controversial Italian architectural scene after the World War II; on the other, tracing the peculiar characteristics of the Apulian works within a broader research, characterizing the work of the architects during forty years, identifying turning points, themes and variations, inventive solutions. Finally, the paper questions the role of the local contribution in the spectrum of the European architecture: what modernity is that by Ridolfi and Frankl?
